Environmental Assessment of Remediation of CPWE

 

Orica is remediating the Car Park Waste Encapsulation (CPWE) using Directly-heated Thermal Desorption (DTD) technology. The EA describes the project, assesses environmental impacts and describes the proposed mitigation measures to manage identified impacts. The EA was prepared in consultation with relevant government agencies and the Community Participation and Review Committee. Feedback received during the drafting of the EA has been incorporated into the final EA.

 

The EA considered the following key factors of the project:

  • Air quality, including emissions, odour and dust
  • Noise and vibration, during both construction and operation
  • Traffic during site establishment, construction, operation, decommissioning and reinstatement
  • Water, including the potential for groundwater contamination
  • Soil, including transportation of contaminated soil
  • Hazards and risks
  • Human health risk assessment, which considers on-site workers, nearby businesses, and both recreational and residential areas

Department of Planning (DoP) Director-General's Environmental Assessment Report and Project Approval 

The then DoP (now Department of Planning and Infrastructure) issued a  Director-General's Environmental Assessment Report), in November 2009 and a Project Approval, which details the conditions that are to be met throughout the duration of the Project, on 12 November 2009. 

 

 

EA Overview Document

As the EA is a comprehensive technical document, Orica has prepared an overview document of the EA to provide a summary of the project scope and the assessment conclusions.

Submissions Report    

During the public exhibition of the EA, a total of nine submissions were received from government and non-government organisations and businesses. The Submissions Report, which was submitted to the DoP on 21 December 2007, contains summaries of the issues raised and the detailed responses provided. Several original technical reports appended to the EA were superseded and revised during the preparation of the Submissions Report to address specific issues raised in the submissions.  The revised technical reports were submitted together with the Submissions Report.

Remedial Action Plan   

The Jan/Feb 2009 "Revised RAP" was superseded by the May 2009 "Amended RAP" to take into account feedback received from the Department of Environment and Climate Change (now the Office of Environment and Heritage, OEH). In particular, the Department provided feedback relating to groundwater protection.
